In the year 1961 that we are going to initiate the National Movement and the Regime founded with the Crusade, they reach their indisputable fulfillment at the end of the twenty-five years in full political action and performance of the principles that constitute its foundation, its substance and its motive force. A quarter of a century sailing in the midst of the most critical, most complex and unstable historical juncture of modern times in which so many superstructures of every order that seemed unshakeable have collapsed. A quarter of a century following a rectilinear route, attentive exclusively to the supreme interests of our nation in the face of concupiscence and incomprehension of political tendencies and schools, which still cling to outdated doctrinal schemes. A quarter of a century of permanent service to the cause of the free world, which has already been recognized in the most solvent international media, was not, however, duly valued and reciprocated. A quarter of a century of manifest progress in the foundation and development of our institutions, in our economic and social order, in our system of public representation and in the effective participation of the people in the management and administration of the interests of the community. A quarter of a century illuminating new horizons to the political right that must always sit on the master and irreplaceable line of natural law, must also open appropriate legal channels to the progressive impulse of man in his social projection, forming a natural framework of the new realities political and social that this same progressive impulse engenders and promotes, we have the consolation of having harmonized, as Pius XII advised, the effectiveness and dynamics of our society, with the statics of the traditions and the free act with common solidarity. The distance between the point of departure and the destination was so great and the obstacles such that only with the Faith placed in the cause of our cause and trust in the help of God could he accept such a high and grave responsibility. All this leads us to a conclusion supported by five decades of peace, fruitful work, unity and continuity as the Spanish people did not know in more than two hundred years. The legitimacy of the Regime, the stability and effectiveness of its institutions and the immanent vitality of the doctrine that nourishes our action and our conduct. We have come to constitute in the world a transcendent fact, that if one day, due to bad information, it could awaken criticisms, today we won the admiration and respect of the most. From this admiration and respect is a good proof of the credit open to Spain in the most important international organizations, both economic and technical and political, a clear consequence of our solvency in all orders. On the other hand, in vain will be required to promote the life of autonomous bodies where the interested parties are given the care and attention of their own conveniences if the means are not arbitrated so that those organs can fulfill their mission. There are in all the free villages those gigantic union centrals assuming the management and the representation of the interests and desires of so many millions of men and of so varied character that without the concurrence to the preparation of the laws and to the conformation of the great efforts of social, economic or cultural policies are deprived of the only means of carrying out their tasks. In all countries trade unionism needs access to the state without resorting to maneuvers, violence or subterfuge alien to its own nature and for the public good to stop being based contradictorily on division, class struggle and erroneous assumptions .
